What is the Broad Agency Announcement (BAA) for Suicide Prevention?
The Broad Agency Announcement (BAA) is a contract funding opportunity. Through this BAA, VA will fund new solutions to prevent Veteran suicide. Private sector companies, non-profits, and academic institutions are encouraged to submit a three-page concept paper describing their suicide prevention innovation. VA subject matter experts will review submissions and invite selected participants to submit a more detailed technical proposal for funding.
How is the BAA opportunity structured?
The BAA has two submission steps:
- Concept Paper Submission – A three-page concept paper is required.
- Full Proposal Submission (by invitation only) – If selected, offerors may submit a detailed technical proposal of up to 30 pages.
The VA seeks solutions that can be developed, piloted, and evaluated within 12 to 24 months, and is especially interested in solutions that can be validated and begin to provide proven benefits to Veterans even more quickly. VA will fund selected projects across two phases:
Prototyping Test Phase (Base contract: up to 12 months)
During this first phase, teams will develop and test their solution. This could be a new technology or a creative way to use existing technology to help Veterans. By the end of this phase, teams must have a working prototype that shows clear benefits over current solutions.
Field Test/Pilot Phase (Optional contract extension: up to 12 months)
In the second phase, teams will test their solution in real-world settings. The solution must be repeatable and ready for small-scale deployment, such as within a VAMC or with a community partner.
